More changes coming to Carney administration in second term

After winning re-election, Gov. John Carney announces some changes as he enters his second term.

 

Carney is doing some shuffling to his administration.

Current Labor Secretary Cerron Cade is his nominee to lead the Delaware Office of Management and Budget. Cade would replace Mike Jackson, who is joining Delaware Technical Community College. Jackson has served as OMB Director since 2017.

Carney is nominating Karryl Hubbard as Labor Secretary to replace Cade, who’s held that post since 2018.  As Deputy Labor Secretary, Hubbard has led efforts to connect Delaware residents affected by the loss of a job or income with employment services and rapid skills training.

Carney says he is tapping Saundra Ross Johnson to serve as Director of Statewide Equity Initiatives. The new position will serve as a senior advisor to the governor on issues of equity, diversity and inclusion. In 2017, Johnson became the first Secretary of the Delaware Department of Human Resources.

And Amy Bonner is Carney’s choice to serve as the next Secretary of the Department of Human Resources. Bonner is currently the Deputy Director of OMB overseeing financial operations, information technology, and human resources.

Carney also plans to nominate Jason Clarke to lead the Delaware Department of Technology and Information. He’s been serving as Acting Chief Information Officer. This position manages Delaware information technology infrastructure and leads Delaware’s cybersecurity efforts. 

Carney is proud of his nominations.

I’ve been privileged to serve alongside all of them these last four years,' said Carney in a statement. "Going forward, we will continue to confront the challenges of COVID-19 and focus on the issues that matter to every Delaware family – good jobs, world-class schools, and great communities. I’m proud to send these nominations to the Delaware Senate for consideration."

The state Senate is expected to consider the nominations when the General Assembly returns to regular session in January. 

Carney has already seen some Cabinet changes in recent months, including DelDOT Secretary Jennifer Cohan retiring and Department of Health and Social Services Secretary Dr. Kara Odom Walker leaving for a job with Nemours. Nicole Majeski was tapped to replace Cohan at DelDOT and Molly Magarik is his pick to be the new head of DHSS.
