State's 2016 Capital budget not quite complete

Budget lawmakers will need another day to finalize their fiscal year 2016 capital budget plan, with legislators asking to fund more projects than they have cash available.

The Joint Bond Bill Committee only has $17.8 million to work with for next year, but an early proposal comes in at $5.8 million more than their bank account.

The group is looking to give Delaware’s three colleges and universities an extra million dollars each for capital improvements, add $7.5 million for another infrastructure fund and allocate some cash to help remodel Frawley Stadium on the Wilmington Riverfront.

The Markell Administration had asked for another $8 million to go toward Port of Wilmington revitalization projects on top of the $10 million already proposed, but the committee cut nearly all of that.

Cuts to the open space and farmland preservation programs were also not immediately restored Thursday.

Bond Bill committee members will meet again Friday morning.
