Delaware Public Media

Corporal Stephen Ballard will be laid to rest tomorrow  - just over a week after he was shot and killed in the line of duty. Some additional details on the memorial service for Ballard at the Chase Center on the Wilmington Riverfront have emerged.

Delays are expected on I-95 North beginning early Friday morning.

A convoy of troopers from Kent and Sussex County will leave the Dover Mall no later than 5:30 a.m., proceeding to the Christiana Mall and then on to the Chase Center.

Corporal Ballard’s convoy is expected to arrive at the Chase Center at 8 a.m. Friday.

I-95 North between Christiana and Martin Luther King Blvd. will close for periods of time to accommodate the processions.

Members of the public are invited to pay respects between 8:30 a.m. and 10 a.m.

Ballard’s funeral ceremony – which begins at 11 a.m. – is open to the public, but Delaware State Police spokesman Sgt. Richard Bratz says seating priority will be given to Delaware State troopers, troopers from other states - as well as other law enforcement attending.

After the ceremony ends around 12:30, a procession will escort Cpl. Ballard to his final resting place in New Castle.

While it’s not mandatory for Delaware’s state troopers to attend - Bratz expects over 1,000 Delaware state troopers and law enforcement officials to attend - along with 700 from other states.

Other state law enforcement agencies will handle calls for service in Delaware Friday.
