Dover Police chief stepping down

Dover Police Dept.

Dover Police Chief Paul Bernat is retiring after about two and a half years on the job.

A veteran of Dover PD since 1989, Bernat took over for former chief James Hosfelt in April 2014.

Shortly after he took the post, five white or partially Caucasian police officers said they were passed over for a promotion because of their race.

They alleged former mayor Carlton Carey pushed Bernat to hire a black man as his chief deputy – something Carey denied, but he resigned shortly thereafter.

The city of Dover came to a $300,000 settlement with the men a month later.

Bernat added police cadet foot patrols, installed new cameras in the downtown core and boosted the number of officers on the force by 10 during his tenure. He also created a street crimes unit to tackle violent offenses.

Bernat officially steps down Jan. 17. Officials say they hope to have a new chief in place by the end of April.
