Dover police say one man has been shot in the Capital Green neighborhood near Legislative Mall.

A lockdown of a nearby school was lifted and parents were able to pick up their children at the nearby Kent County Family Court building.

The shooting occurred shortly before 2 p.m. between East Water Street and Sussex Avenue.  The victim was found shot in the driver’s seat of a gold Dodge Intrepid.

The victim’s condition is unknown at this time, but he was taken to Kent General Hospital, then flown to Christiana Hospital.

Dover Police spokesman Lt. Jason Pires says the suspect is believed to be a resident of the Capital Green neighborhood.  He is at-large and considered “armed and dangerous”.

The suspect is a black man, about 5'5", 150 pounds and was last seen wearing a white t-shirt with blue or black jeans.

"We don't believe it was a random act at all. We believe it was intentional," said Pires, but noted that they don't know the specific circumstances surrounding the shooting.

A police SWAT unit and negotiating team were initially deployed to the scene based on potential leads that the suspect was in a nearby residence and a Delaware State Police helicopter was also seen circling the area.

Police are asking anyone with information to call Dover PD or Crimestoppers.
