A federal court in Wilmington has ruled against a former Appoquinimink High School principal who claimed she faced racial discrimination.
Court records show Felicia Duggins took over as principal in 2007 and initially received positive evaluations, but teacher surveys in 2009 painted a different picture.
Duggins failed to attend meetings with parents and supervisors and missed several days of work that year.
She alleges she had a high workload, experienced a racially charged encounter with a parent and was diagnosed with severe depression.
Appoquinimink School District approved a month-long medical leave, but reassigned her as assistant principal for Middletown High School when she returned.
The court found that the district had ample reasons to demote Duggins and that allegations of racial discrimination were unsubstantiated.
