The General Assembly is back in session at Legislative Hall in Dover, and Gov. John Carney is beginning his second year in office.
Last year, Carney and lawmakers went past the June 30th deadline to deliver a balanced budget after facing a major budget shortfall, which dominated the session.
This year, the budget picture is not as bleak and Carney goes before a joint session of the legislature Thursday to lay out his legislative priorities for the coming year - an election year - in his State of the State address.
