Carney transition plan released

Governor John Carney’s (D) transition team issued a wide-ranging, nearly 100-point plan Thursday that he says will inform his first three months in office.

The recommendations touch on all major policy sectors, including the economy, environmental issues, education and healthcare.

 

One encourages a review of the landmark Coastal Zone Act, which bans new heavy industrial uses near the water, among other regulations.

 

Carney says it’s time to consider allowing businesses to redevelop abandoned polluted sites along the coast.

 

“You’ve got the sea rise happening, right? If you don’t clean those sites up, that contamination will leach out into the river and that’s why there’s an opportunity,” he said.

 

Another recommendation outlines a $15 million pilot program to boost funding for low-income students, English language learners and K-3 special education.

 

None of the report is binding, but Carney says he will incorporate it into his 100-day agenda.
