Former DSU official sentenced in tuition fraud case

A former Delaware State University official gets 15 months in federal prison for bribery.

Crystal Martin was sentenced in federal court in Wilmington after pleading guilty last year to taking part in a registration scheme while she was DSU’s Associate Registrar.  The scheme cost DSU millions of dollars in tuition payments.

According to court documents, Martin accepted bribes from co-defendant Stephen Williams to change the registration status of hundreds of out-of-state students, falsely qualifying them for a lower in-state tuition.

Martin reportedly received over $70,000 in bribe payments between 2013 and 2017 to take part in the scheme. DSU lost more than $3 million in tuition payments during that time. 

"How much she personally profited matters little," said David Weiss, United States Attorney for the District of Delaware in a statement.  "She sold out Delaware State University and the people of Delaware. With the help of our dedicated law enforcement partners, my office will continue to prosecute individuals who violate the public trust.”

Williams was sentenced to 42 months in the bribery scheme last month.
