Former Delaware state worker sentenced to jail for EBT fraud

Delaware Department of Justice
Joellen Edwards

A former Delaware state worker has been sentenced to two years in prison for her role in a scheme that stole nearly $1 million in federal food benefits.

Joellen Edwards was one of seven employees of the Department of Health and Social Services that was indicted this summer for issuing fraudulent Electronic Benefit Transfer, or EBT, cards.

The seven people allegedly spent the money themselves or sold the cards at a discounted rate.

Edwards pled guilty to Theft of over $100,000 and Official Misconduct.

The 62-year-old Felton woman will spend two years in prison, followed by one year supervised probation.

She’ll then remain on unsupervised probation until she pays restitution of $378,880 to the state.
