State wants to force completion of $2.3 million website through a court order

Taxpayers may have to pick up a $2.3 million tab for a state website that officials say hasn’t worked out as planned.

In 2014, state officials contracted with North Carolina-based SciQuest Inc. to overhaul Delaware’s bid and procurement website.

 

The site, which would be used by state agencies, school districts and other public entities, was supposed to go live by May 2015, but parts of it were pushed back several times.

 

Court records filed by the state say the marketplace piece of the site had errors that could leave it open to lawsuits.

 

They also argue SciQuest withheld work after the state refused to pay certain bills because of missed deadlines.

 

But SciQuest says those deadlines were missed due to “never-ending and unbridled customization requests” from the state, which they claim were outside the scope of the original bid.

 

Chancery Court held a hearing on the case earlier this week and will decide whether to issue a summary judgment soon.
